And would you say if I am right in assuming that without the use of the Act of 1892, he could not get any pensions from Gold Coast and Hongkong at all? I ask because, if Rules 5-7 are not applied to him, we could treat him more favourably than under Rule 9 by ignoring the previous service and giving him his professional addition of 5 years as Prison Governor.
